The Virginia Department of Housing and Community Development seeks an energetic and experienced Program Manager to join the Community Revitalization Team to manage asset- and entrepreneurial-based community economic development assistance to Virginia’s communities and regions using a combination of economic restructuring, regional development, micro-entrepreneurship/micro-finance, downtown revitalization and building re-use strategies.
Duties include management and integrated deployment of DHCD’s Virginia Main Street (MS), Virginia Enterprise Zone (EZ), Building Entrepreneurial Economies (BEE) and the Industrial Revitalization Fund (IRF) programs and their staff. The outcome is to provide strategic, place-based technical assistance, training and grants to the diverse clients of these programs and others in the state with an interest in community economic development, in collaboration with other agency programs and staff. The position supervises the work of four professionals; oversees grantee monitoring and risk assessment; develops program work plans; manages budgets; coordinates development of promotional/program material; conducts research, interprets Regulations and makes policy recommendations. May be required to perform other duties as assigned.
Thorough and technical experience- based understanding of comprehensive community economic development including asset- and entrepreneurial- based development, local and regional economic restructuring, micro-entrepreneurship and entrepreneurial communities, downtown revitalization, non-profit management and community-initiated real estate finance. In-depth knowledge of program management: budgeting, developing program designs, procedures, policies and application processes, and grant management. Ability to lead, organize and supervise the work of a diverse staff, and provide services meeting the needs of diverse local clients. Must be able to work in a fast-paced environment; have excellent written, oral and interpersonal communication skills to interact with a variety of clients in a professional manner. Must have strong attention to detail, competent research skills; competent in use of Microsoft Office Suite software. Advanced degree in planning, community development or related field preferred. Working knowledge of non-profit management, Main Street Approach and/or Virginia Enterprise Zone Program preferred. Must be able to travel frequently and stay overnight. Valid driver license required.
