The Director for the Center for State and Local policy will be responsible for managing all aspects of the National Trust's state and local policy work including research, analysis of issues, education, and advocacy outreach/training to meet the needs of the National Trusts Regional Offices, State and Local Partners, Main Street communities and others interested in preservation policies in their states and communities. A major focus will be state and local sustainable development policies and oversight of the bi-annual State of Preservation Report and annual data collection. The position reports to the Vice President for Public Policy.
Duties
- Manage the day-to-day operations of the Center for State and Local Policy which includes managing a minimum of one staff person, developing and tracking annual work plans and budgets;
- Track, research, prioritize and develop action plans for priority state and local preservation policies and issues;
- Develop comprehensive state and local policy component of PreservationNation that will include:
- A policy clearinghouse of up-to-date, research best tools and practices and case studies to share with constituents, and provide analyzed information to general public, partner organizations, and National Trust staff. Provide current information on relevant issues to National Trust constituencies and the general public through web-based publications with a focus on interactive, user-generated internet strategies
- A take-action advocacy section that is topical, focused on priority issues and encourages engagement.
- Management of e-alerts for state and local issues.
- Develop funding opportunities and write grant proposals for the Center for State and Local Policy in coordination with the VP for Public Policy and the Development Department;
- Research, write and publish white papers, articles, contributions to Weekly Bulletins, and monthly updates for State and Local Partner, Main Street News, Forum and Preservation Magazine, as appropriate;
- Support and coordinate activities with the Preservation Green Lab in Seattle to collect, synthesize and disseminate information on policies that encourage the reuse and retrofit of older buildings and reinvestment in older communities, including best practices and case studies.
- Provide advocacy training by refining, enhancing and marketing an advocacy training program for advocacy networks focused on Statewide and Local Partners and Main Street communities for both web-based technology and in the field.
- Provide direct technical advocacy assistance to statewide and local and Main Street preservation organizations on NTHP priority preservation issues;
- Represent Center for State and Local Policy program at meetings and conferences; coordinate NTHP conference sessions and other activities relevant to state and local policy and issues;
- Organize meetings including Internal Advocacy Task Force, State and Local Partners, Main Street Advocacy Task Forces and Advisors Public Policy Task Force, and others as necessary;
- Work with Regional Offices to develop annual list of priority issues and follow up on 11-Most Endangered Places policy actions related to state and local issues
- Develop and foster cooperative relationships and partnerships with other organizations with similar or related missions, i.e. NCSHPO, National Alliance of Preservation Commissions, Smart Growth America, APA, AIA, in coordination with other Department and NTHP programs
- Manage the development of the State of Preservation Report designed to provide the public with qualitative and quantitative information in the form of statistical data that is interpreted as stories or case studies to illustrate where citizens are succeeding or failing to protect historic resources.
- Work with Communications Department coordinate bi-annual outreach and media plans;
- Participate in Cross-Trust activities and represent the National Trust at conferences, meetings and other appropriate venues
Qualifications
- Masters in Historic Preservation or related field,
- Preference will be given to candidates with 10 or more years experience working with local, state or regional organization (s);
- Excellent writing and oral communication abilities;
- Proven ability to conduct policy research and synthesize information for different constituencies;
- Familiarity with preservation policies and laws;
- Excellent organizational skills
- Leadership ability, including project and staff management experience
- Must be a team player
- Familiarity with database, PowerPoint, internet advocacy and web communication tools.
