The National Trust Community Investment Corporation (“NTCIC”) seeks an Assistant Asset Manager to assist in managing NTCIC’s portfolio of historic tax credit (“HTC”) and New Markets tax credit (“NMTC”) equity investments. The Assistant Asset Manager will work with the Asset Manager to monitor overall NMTC compliance with CDFI Fund and IRS regulations and prepare NMTC compliance reports to the CDFI Fund. NTCIC is a national syndicator of federal and state historic tax credits as well as New Markets tax credits located in Washington, DC. NTCIC is a wholly owned, for-profit subsidiary of the National Trust for Historic Preservation.
Duties
- Oversee NMTC compliance for existing investments, including:
- Reporting QEIs within 60 days of funding to the CDFI Fund through their Allocation Tracking System
- Collecting documentation of fundings to satisfy general NMTC program regulations and NTCIC’s specific allocation agreement
- Monitoring ongoing CDE compliance
- Compiling Institution- and Transaction-Level Reports to CDFI Fund
- Tracking compliance of NTCIC board and recommending replacement/addition of board members, as needed
- Update NTCIC board and staff on NMTC activity and compliance
- Assist with NMTC research for potential investments, including:
- Monitoring pipeline of potential NMTC projects to determine available allocation
- Providing eligibility information and community impact research on potential HTC and NMTC projects
- Working with Acquisitions Manager and project to create the required Community Benefits Agreement and ‘But For’ analysis for all NMTC projects
- Coordinate the preparation and execution of NMTC-related documents, such as allocation agreements and subsidiary CDE applications
- Manage the preparation and submission of NMTC allocation applications, as needed and with the input of other staff
- Direct an internal NMTC task force to prepare for audits by the IRS or CDFI Fund
- Asset Management functions including documenting benchmarks for future installments and tracking compliance with operating agreements.
- Update internal NMTC policies and procedures manual as needed
- Assist in the maintenance and expansion of the project database
- Handle special projects and perform other significant duties as assigned.
Qualifications
- 3 - 4 years responsible experience in a real estate development company, community development corporation, real estate banking group, tax credit syndicator, or other financial or community development institution.
- Bachelor’s degree in real estate, finance, business, accounting or related fields. Master’s degree preferred.
- Historic and New Markets tax credit experience and knowledge, including market analysis, construction and rehabilitation process and compliance with syndication process.
- High proficiency in Adobe Acrobat, Microsoft Word, Outlook, Excel and Access.
- High-level of professionalism, tact, confidentiality, ability to prioritize and respond to the demands of a busy staff.
- Excellent proof-reading and strong writing skills required.
- Proven ability to work collaboratively with other members of a small team in a fast-paced environment.
- Must be a self-starter with strong drive and organizational skills, able to “think and act on one’s feet”.
- Strong oral presentation skills.
