The Threat

In both 1998 and 1999 a developer representing Rite Aid approached the local Elks Club in Oswego, New York regarding the possible purchase of their property. Originally a residence in 1860, the Second Empire style lodge was converted to the Elk Club headquarters in the 1920s. Rite-Aid offered one million dollars for the site in the second proposal with the intention of demolishing the building to construct a new pharmacy in its place.

The Preservation Effort

Reflecting large-scale community concerns regarding urban renewal, many local residents opposed the potential sale of the building. A major source of neighborhood pride, citizens believe the structure worthy of its status on the state historic register, as well as a contributing structure in the Franklin Square National Historic District. The Heritage Foundation of Oswego mediated between the Elks Club and local residents. The Heritage Foundation offered viable alternatives to razing the building and built a large base of support through local news coverage. The Northeast Office of the National Trust provided technical assistance throughout this process and aided in increasing awareness of the issue through the media.

The Result

In the summer of 1999, the Elks decided to remain in the building and with the aid of an architect, provided by the Heritage Foundation, began restoring the property. Currently in the midst of a major capital campaign to finance this undertaking, the Elks Club and the Heritage Foundation have developed an important relationship that culminated in the Elks receiving a Preservation Appreciation Award from the Heritage Foundation in 2002. The building stands to regain much of its former glory, with the community retaining a beloved landmark and the Heritage Foundation gaining an important partner in the continuing process of historic preservation in Oswego.
