Julia H. Miller, special counsel and education coordinator for the National Trust for Historic Preservation, provides ongoing assistance to communities on local historic preservation issues.
Miller served as the editor-in-chief of the Preservation Law Reporter from 1989 to 2005, and has written extensively in the area of historic preservation law. Representative publications include Regulating Historic Properties Under RLUIPA (NTHP 2005, rev. 2007); Protecting Potential Landmarks Through Demolition Review (NTHP 2006, rev. 2007); Historic Preservation Law, Chapter Two, "Environmental Practice Guide" (co-authored with Dorothy M. Miner) (Matthew Bender 2005); Protecting Older Neighborhoods Through Neighborhood Conservation Programs (NTHP 2004); and A Layperson's Guide to Historic Preservation Law (NTHP 2000, rev. 2008).
Miller received her J.D. from the University of Wisconsin Law School in 1983. She graduated from Barnard College with a B.A. in Urban Studies and Architectural History in 1978.
