The Preservation Development Initiative (PDI) was a pilot project administered by the Community Revitalization Department (CR) and funded by a $3.2 million grant from the John S. and James L. Knight Foundation. The overarching goal of PDI is to demonstrate the importance of including preservation as a core component of neighborhood revitalization.
Eight cities across the country were selected through a competitive process to participate in the pilot project – Columbus, GA; Duluth, MN; Macon, GA; Miami, FL; Philadelphia, PA; Pontiac, MI; Saint Paul, MN; and San Jose, CA. Through PDI, local partners in each city receive funding and technical assistance that allows them to leverage their physical, cultural and economic assets to realize local economic development goals.
The program had three distinct Phases, each with corresponding financial commitments, including the requirement of matching funds from the PDI local partner. During Phase I, the breadth of historic preservation resources and opportunities is first identified through a Comprehensive Assessment. During Phase II, local partners set priorities for follow-up programming and technical assistance, making use of the full range of National Trust expertise and resources. Phase III of the PDI program provides ongoing Technical Assistance to achieve specific outcomes.
As a pilot project, PDI has had some tangible successes, and advanced the agenda for preservation-based redevelopment with new audiences.
