Local news accounts indicate that considerable discussion was involved in the decision to locate the tower on this site, which ultimately came down to the availability of a suitable water source. The structure remains north of the railroad line and the village's commercial core, which is relevant to the historical association of the structure's functional relationship to the resources it was constructed to protect.
